BRAC Vision, Strategy & Objectives
BRAC VISION
Use the DoD BRAC decision as a driving mechanism to transform the city business and residential markets and transition to a long-term sustainable and eco-friendly environment that supports a vibrant community where people want to live, work and play.
BRAC STRATEGY
Position Alexandria as the preferred location for federal agencies, federal contractors, and other large businesses to locate by utilizing the land, real estate, skilled workforce, quality of life and the quality of service unique to the City.
Identify and develop Federal Friendly Zones™ throughout the city where campus, single buildings, and small dispersed tenants can be integrated into the city Small Area Plans and ensure that federal agency facility, security, and mission standards/objectives are met while blending into and becoming part of the Alexandria urban fabric and streetscape without intrusive measures or non-compatible land uses.
Develop an integrated approach for addressing risks for All-Hazards events using a combination of protective measures, redundancy, and resiliency and community preparedness to prepare, respond, recover, and mitigate any potential events (natural or man made) and minimize disruption to the community.
BRAC OBJECTIVES
1. Encourage transit oriented development with a combination of residential, business, and retail development to achieve a business to residential ratio of 50/50 and draw federal agencies and residents.
2. Target federal agencies to be 30% of the commercial lease space by 2015 with a focus on agencies that require a low level of protection and have an advanced professional skilled workforce.
3. Target federal contractors to be 30% of the commercial lease space by 2020.
4. Target non-federal business with 100 or more employees to be 10% of the commercial lease space by 2020 with a focus on Green Jobs.
5. Encourage Eco-friendly and energy efficient design and operations of infrastructure and facilities.

Encourage 50% of all buildings to register and receive the EPA Energy Star rating.

Encourage new buildings and major renovations to achieve a LEED Silver rating with a focus on Class A and B+ commercial office space.

Encourage multimodal alternate transportation alternatives to include hybrid, hydrogen fuel cell, electric, biking and walking.
