Stephanie is President & CEO of the Alexandria Economic Development Partnership (AEDP). Appointed by the Board of Directors in April 2015, Stephanie has held leadership roles in the organization since 2005. In her position, Stephanie provides strategic and financial oversight to two hosted organizations: SBDC and Capitol Post. She also offers advice and information to the Alexandria City Council, Planning Commission and City Departments. Stephanie serves in various capacities on Boards, Commissions and Committees related to economic development, marketing and business throughout the Washington, DC region.

Stephanie holds a Bachelor of Science in City & Regional Planning from the University of Virginia, and an MBA from the UVA's Darden School of Business. As an Alexandrian, Stephanie’s favorite thing about the city is the diversity of new boutique fitness studios and restaurants opening up all around!

Christina Mindrup

Christina is the Vice President of Business Development for the AEDP. She is responsible for all aspects of business development and real estate. She regularly assists businesses with the real estate process of leasing and sales as well as works with investors, developers and other clients with finding desirable locations for future development. A veteran of the industry, Christina worked as a commercial broker with Grubb & Ellis, Jones Lang LaSalle, ING Clarion as well as CarrAmerica where she oversaw a portfolio in the NoVA area which included noteworthy Alexandria projects. She is a member of NoVA NAIOP, International Council of Shopping Centers (ICSC), Urban Land Institute (ULI), CREW as well as serves on various committees helping businesses in the community meet their real estate needs.

Christina graduated from Miami University of Ohio with her Bachelor’s in Psychology. As an Old Town Alexandria resident, Misha’s coffee shop is her favorite to frequent.

Jerry Sanford

As Vice President of Business Development, Jerry leads business attraction and retention activities in Alexandria, Virginia – an Amazon HQ2 finalist city that is poised for significant growth and development. Jerry and the Business Development team use a number of economic development tools and incentive programs to attract and retain businesses that create new jobs and improve the economy for all Alexandrians. Prior to joining AEDP, Jerry has served in various senior level utility, local and state economic development roles.

Jerry has a Bachelor's degree in Business and Management from University of Maryland University College. Jerry enjoys spending time with family, golf and fishing. He has also been a first responder since 1991.

Ryan Touhill

As Chief of Staff, Ryan is oversees major business attraction solicitations and AEDP’s incentives program, public policy initiatives, strategic planning and operations. Prior to working at AEDP, Ryan held positions with the City of Alexandria government. Ryan has served as a long-term youth mentor and advises several regional boards focused on affordable housing, workforce development, and education issues. He is a Fellow with the Sorensen Institute’s Political Leaders Program.

Ryan holds a Bachelor’s of Arts from George Mason University and a Master of Public Administration from George Washington University. An avid hiker, Ryan is often out enjoying Virginia’s exceptional hiking trails and can be followed on IG @olddominionexplorer.

Adrianne Griffith

As the Director of Marketing and Communications for AEDP, Adrianne focuses on telling the story of how and why Alexandria is the perfect place to work, live, and play. She is in charge of AEDP’s internal and external communications, which includes messaging, web, social media, and marketing materials. Additionally, she works with outreach, press relations, contracted communications and relationship management with outside organizations. Prior to joining AEDP, Adrianne was most recently at the World Bank. She is also a veteran, having served in the U.S. Air Force as a Logistics Readiness Officer.

Adrianne earned her Bachelor’s in English at the University of Washington, and her Master’s in Communication, Culture, and Technology at Georgetown University. As a resident of the Rosemont neighborhood, Adrianne’s favorite thing about Alexandria is its charm and engaged community.

Marie Spittell

As a Business Development Associate with AEDP, Marie assists businesses that are interested in locating to Alexandria. She also works with community partners and stakeholders on placemaking activities around the city to increase the quality of life for residents and create a vibrant atmosphere for businesses. One of her primary responsibilities is the Pop-Up ALX program, which seeks to help entrepreneurs & artists find temporary space in Alexandria to test the market for their product and to introduce more creativity to the city. Before joining AEDP, Marie worked at the International Economic Development Council, where she developed the programming content for conferences and webinars on various local and regional economic development topics.

Marie holds a Bachelor’s in International Affairs from the University of Georgia and a Master’s with honors in Development Management from the London School of Economics and Political Science. She lives in the Carlyle neighborhood of Alexandria and loves learning about the history of the city.

Kyla Ramdat

As a Economic Development Associate with AEDP, Kyla focuses on business attraction, business retention & expansion. She also works on special projects related to economic development in Alexandria. One of Kyla’s primary responsibilities is to source and track business leads from companies outside the region and work directly with companies to help them expand and grow in Alexandria. Prior to joining AEDP, Kyla worked as a Program Analyst at the Capital Region Minority Business Development Agency (MBDA) Business Center. She also completed a yearlong fellowship in Ecuador.

Kyla earned a B.S. in Geospatial Science from the University of Maryland and has experience working with GIS. She is also studying to complete her master’s degree in Global Affairs at George Mason University. Kyla loves to cook and enjoys trying some of the many unique restaurants in Alexandria.

Alexander Cline

As Project Assistant, Alexander provides AEDP economic competitive research and analysis to maintain its position as leading EDO in Northern Virginia. He is responsible for supporting major projects related to business attraction, public policy initiatives, strategic planning, opportunity zones, and research publications. Prior to working at AEDP, Alexander held positions within the Virginia Economic Development Partnership, Greater Richmond Partnership, and City of Norfolk’s Office of Resilience. He is also a Mentee in the Urban Land Institute Washington’s Mentorship Program.

Alexander holds a Bachelors of Arts in History & Liberal Studies from Georgia College & State University and a Master of Urban & Regional Planning from Virginia Commonwealth University. As a Del Ray resident, Alexander is often actively involved in the implementation of local festivals along the Mt. Vernon Avenue.

Ashley Bayana

As Administrative Services Manager, Ashley is responsible for human resources, budgeting and finance, and information technology. Before joining AEDP, Ashley worked for ten years as a paralegal and office manager for a commercial litigation law firm in Old Town Alexandria.

Ashley holds an MBA from the George Washington School of Business with a focus on entrepreneurship and technology innovation. She also holds global business and technology certifications from the Coller School of Management in Tel-Aviv, Israel; Fudan School of Management in Shanghai, China, and Grenoble Ecole de Management in Grenoble, France. As an Alexandrian, Ashley’s favorite thing about the city is the experiencing all the new business development and growth. She also is working on her private pilot’s license and enjoys viewing the city from above.

Teresa Garrison

Before joining AEDP, Teresa worked at CB Richard Ellis and USAA Real Estate Company. Teresa’s favorite thing about Alexandria is all the great restaurants and shopping.

Bill Reagan


Bill established the Alexandria Small Business Development Center (SBDC) in 1996 and serves as its Executive Director. Alexandria SBDC is one of the most innovative and engaged small business resources in the country thanks to its co-location and hosting by the Alexandria Economic Development Partnership. Bill has been an Alexandria resident for over 30 years and has served on business related boards, commissions and task groups. He was also in the inaugural (’04) class of Leadership Alexandria. Bill grew up in Texas, where he graduated from the University of Texas at Austin with a BBA in Natural Resource Economics and graduate studies in City/Regional Planning.

Gloria Flanagan


Gloria is the Assistant Director of the Alexandria Small Business Development Center (SBDC). Gloria has been with the Alexandria SBDC since 2000 and has developed the educational programming of the SBDC and counseled hundreds of small business owners in areas such as Startup, City Processes, and Federal/State Procurement. Prior to her employment with the Alexandria SBDC, she was the aide to an Alexandria City Council Member. Earlier in her career Gloria practiced law for the federal government and worked with several nonprofit organizations.

Gloria has a Bachelor’s degree in Foreign Service from Georgetown University and a JD from Georgetown University Law Center. She has lived in the Braddock Heights area of Alexandria for 40 years, raised her family there, and cannot imagine living anywhere else – the perfect combination of a thriving City with a small-town feel!
